Steam could handle the technical side of file hosting better, but they would be (and already aren't) capable of the self-policing and general workload needed for a good solution. There will never be an all-around better place. Not all authors are enamored with Nexus, and want a better place to host mods. If they were to add workshop support for this game, they would need to update the whole toolset to make this possible - and there would be a question whether non-steam, retail copies would have access to this too, and how in that case (since I doubt they would want pirates to also access the files).
